You move and organize your pages from the "Web Pages" screen. From the "Action Menu", click "Web Pages"

There are three methods you can use to move / organize web pages.
In order to decide which method is best, first you need to determine if you are going to move pages within the same level or to a different level.
What is a level? In the example below, the pages "Products", "Services" and "About Us" are at the same level. The pages "Dogs", "Cats", and "Fish" are also at the same level. The pages "Products" is a different, higher level than the page "Dogs".

Now that you understand if you are moving your page within the same level or to a different level, you can select the best of the three methods for moving / organizing your web pages
1 - To move a single page one position up or down in the same level:
On the "Web Pages" screen, click on the up or down icons on the "Web Pages" sceen. In the example below, if you want to move the "Cats" page above the "Dogs" page, click on the up icon next to the "Cats" page.

2 - To move one or more pages several positions in the same level, or reorganize pages to different positions within the same level:
On the "Web Pages" screen, click on the "Page Setup" icon, and select "Page order".

On the "Page Order" screen, select the page you would like to move and use the up or down icons to re-position the page.

3 - To move a page to a different level:
On the "Web Pages" screen, for the page you would like to move, click on the "Add subpage, Move page(s), or Delete page(s)" icon and select "Move this page and any subpage(s)"

On the "Move page" screen, select the page which you would like to move the selected page beneath. In the example above, if you wanted to move the "Dogs" page beneath the "Grooming" page, you would select "Grooming" here:

Click on the "Move" button.
The page is moved to the new level:
